Hot water

I have never stayed anywhere  where there were rules to having hot water!
Basically, when I want hot water, I just turn on the tap, and use as much as I please.
Now you say, I must wait until the water gets hot, and I can't use as much as I please!?
Outrageous!
I thought I lived in America, home of perpetual hot water, anywhere, anytime!
I can't believe, there are places like this, how do people cope!?
